The UAE’s new era of AI-driven governance

AI is one of the most well-known areas of expertise in the UAE. Government agencies have led the way in accelerating adoption. As part of its comprehensive national strategy to become a global leader in artificial intelligence by 2031, the UAE government is aggressively integrating Artificial Intelligence (AI) into its systems.    

The year of 2025 was marked with some of the most impactful technological adoptions done by the government of UAE. With the global audience, digitally active citizens and the growing digital economy, it was a must call for the government to catch up with the pace of smart technologies for citizens’ convenience.  

There are a variety of uses for artificial intelligence in the public sector across the country. 

AI Legislature 

An important part of this initiative is the implementation of the world’s first AI-powered legislative system as well as the use of AI in daily government operations. This initiative is designed to enhance efficiency, transparency, and the quality of government services.  

24/7 virtual assistants  

The use of virtual assistants powered by artificial intelligence is becoming increasingly common on government platforms. With the help of natural language processing and machine learning, these bots can provide instant, 24-hour assistance. With these tools, residents can navigate forms and have real-time answers to their questions, which reduces wait times and improves user satisfaction.  

A wide range of government ministries are using chatbots and avatars to streamline service delivery and allow staff members to focus on more complex, value-added activities.  

UAE’s Eye for Work Permit  

Dubai’s Ministry of Human Resources and Emiratisation (MoHRE) introduced an artificial intelligence-based system named “Eye” as part of its digital government transformation efforts. Using an advanced artificial intelligence agent, the Eye system, developed and deployed by MoHRE, automates the entire process of applying for a work permit.  

A Metaverse government  

Introducing a virtual replica of its Abu Dhabi headquarters, the Ministry of Economy launched the first fully interactive metaverse office of its kind in the region. The platform allows users to attend meetings, network, and even sign legally binding documents remotely.  

Convenience and innovation are combined in this initiative. An audio-enabled service, virtual ticketing, and avatar-based interactions contribute to the UAE’s commitment to the provision of always on, accessible governance services.   

AI-Driven Traffic Coordination 

Roads and Transport Authority (RTA) in Dubai implemented several AI-based solutions to streamline traffic, improve safety, and reduce environmental impact. Among the UAE’s most noteworthy initiatives is its AI-based traffic signal optimization system, which dynamically adjusts signal timings based on real-time traffic data collected from sensors, cameras, and vehicle tracking systems.  As reported by the RTA, this system has already reduced travel time on certain corridors by up to 15%, which has contributed to measurable reductions in vehicle emissions.  

With 2026 just around the corner, the UAE will be better positioned than ever to deliver on its ambitious vision for government services. In part, this can be attributed to agentic artificial intelligence, which is much more than a technological advance in automation. It is anticipated that agent-based artificial intelligence will enable a single platform government, which will eliminate the siloed systems that hinder progress.
